Tomorrow we commence our third leadership programme with 10 participants from a wide range of aviation activities. The programme enables our sector leaders to be briefed on the best global practice in SMS and Risk Management; business accountabilities within New Zealand’s statutory framework; the shift to light handed regulation and why people, in the context of high reliability and integrity sectors, such as ours really matter. Our next programme will be in a year’s time, hosted at it’s permanent home Woodbourne airbase.
The intensity of this year’s conference is really starting to ramp home. Troy’s doing a stellar job with sponsorship but it’s tough out there and if you have any suggestions, these would be appreciated. Sponsorship enables us to operate the year ahead effectively and to keep conference delegate registration costs at essentially 2009 levels.

It’s been a pretty exciting week knowing we’ve secured our All Black Captain’s attendance at conference. While he can’t speak because of his prior playing commitments he is prepared to mix and mingle and will be at the Larnach’s castle dinner on the Thursday night. Along with the Captain comes a Guimbal Cabri Helicopter under the command of Terry Murdoch so a big thank you to Terry and the team at Pacific Jets.
Health and Safety in Employment -
we spent time briefing the CAA Board and Management on the view that duplication and overlap of the CAA and HSE statutes is confusing and there needs to be an alignment of philosophy and practice. Harm to anyone participating in our system is unacceptable whether it be an employee, someone else’s employee or a customer. There should be only one standard, not two as at present. Presently the report of the HSE taskforce is being considered by MBIE (Ministry of Business, Innovation and Employment) officials who we envisage will consult with CAA. CAA has requested a copy of our submissions to the taskforce. We will keep you appraised of developments.
Supply chain – critical skills pilots –
we put this issue under the safety banner and I know many of you take issue with this saying it’s not a safety issue but one of growth and sutainability. We put it under safety in this context to let you know that we spent some time briefing the CAA Board on the issue and to garner their support to assist us if we have to do a major manpower plan over the next five years for pilots. We will know this post our meeting with the Ministry of Education which is scheduled for mid next week.
We are hearing some positive noises that there may be possible some further consideration of student loan policy setting but these are very much couched and we are not reading anything particular into the comments. Next Friday we’ll have a debrief for you.

in response to an OIA request this gives a good example of the way the present policy analysis environment is set and reviewed. From where “the boots” sits it is the policy environment which is most critical because it determines how the guidance material is executed by the doctors. This policy environment – as evident in this case had not been reviewed for some considerable time and arguable may never have been properly set. Now I don’t think that’s a hanging offence but what we are concerned about, is regular and transparent reviews of major issues because this is how CAA can provide assurance that it is reflecting ICAO requirements.

Government agencies could not integrate and deliver a single audit delivery platform covering Health and Safety in Employment, Noise, RMA, NASO contracts, fire fighting, flight training code of practices because protection afforded employees under the Crown Entities Act is limited to “performing in good faith the entities legislative functions” This means CAA cannot audit Doc’s requirements for noise control without putting its own employees at risk. Pilot Medicals -
thanks for the feed back. It was very supportive in the battle getting this excessive charge reduced and the sooner the better. You want a sensible automated regime which delivers CAA needs but at a “reasonable cost”. There’s general support for devolution or delegation of the function to a trusted third party i.e. no novopay and you want your privacy maintained and protected. Many liked the idea of a tribunal or panel approach to those really hard questions and to providing advice to the Director on policy shifts. The Tribunal approach is one favoured in the Australian environment and while not unheard of in New Zealand i.e. the Parole Board is an example there was some considerable support for increasing the role and responsibilities of the Board to be able to call for review. So plenty of food for thought and plenty of scope to engage in good dialogue with the CAA.

Aviation Mission starts in Jakarta on Sunday. Fifteen aviation companies are part of a 33 strong business mission going to Indonesia. Other sectors represented include education, banking, food and beverage. This real NZ Inc approach intends making a bigger impact than if sectors operated on her own. The mission is being led by Hon Maurice Williamson and Sir Ken Stevens, and is supported by Export New Zealand, the ASEAN New Zealand Business Council, Foreign Affairs and Trade and NZ Trade and Enterprise.
