ZQN Basin Operations – Risk Assessment Workshop
 
Scope
Identification and analysis of operational risks within and impacting on the ZQN basin e.g. includes flight scheduled as A/A or A+B ops where these impact on activity in the ZQN basin.
 
Aim
The exercise is intended to use the opportunity to enable all stakeholders in the ZQN basin to partake in the assessment of risk and take ownership of the solutions and thereby contribute to the commercial opportunities the basin and region presents. 
 
A concurrent benefit will be the opportunity to apply and ‘operationalise’ some of the risk management methodologies that the NZ aviation industry has been making a major investment in.
 
Context
Due to both the challenging physical and metrological conditions and the diversity of aviation operations and activity, the ZQN basin is recognised as having a relatively high level of operational risk.  The expected growth in visitor numbers, range and diversity of operational activity and possibly extended hours of operation can be expected to increase exposure and heighten the risk further.  The basin itself is defined within the geographic features but the drivers of aviation activity and risk exposure are generated both within and beyond the basin.
 
There is wide spread consensus that the basin is a jewel in New Zealand’s tourism crown and so the benefits of increased activity are extensive and potentially valuable.  Conversely, the potential consequences of failing to properly manage the risks are inextricably linked to that increasing value.
 
The programme commences at 1300 Thursday 1 March
 
  • Day 1 1300: ZQN Basin Risk Assessment
    • Context setting and criteria
    • Agreeing metrics,
    • Identification of factors and hazards
 
  • Day 2 – Morning 0.830am:
    • Identification of risks
    • Assessment and evaluation of risks
 
  • Day 2 – Afternoon 1300
    • Mitigation options
    • Ownership and shared responsibilities
    • Agree actions and go forward programme
 
Day 2 concludes at 1600 Friday March 2
 
Information to be provided before hand
  • Accident/Incident/Aviation Concerns – CAA Database,
  • Prior studies and risk reports (publically available) - Airways/Airlines/GA
  • Key conclusions and data from other prior studies and risk reports that can be made available on a limited ‘in confidence’ basis for the purposes of the workshop.
