Given that these issues will be discussed with the aviation community as part of the project consultation CAA propose to close these issues noting they are being addressed by existing projects and not proceed to an IAG . Call for Expressions of Interest IAG -  Rule Part 65 // 25 November 2005

Call for expressions of interest – participation in IAG - Rule Part 65 – Air Traffic Service Personnel Licenses and Ratings; CAR 139.303 (5) Aircraft of 30+ seats using alternate aerodromes; Aerodrome movement statistics formal requirement for airports to send information to CAA; RESA requirements to include non-regular services.

AIA Submission to ACC re Levies // 4 November 2005

Attached is the submission from AIA to ACC regarding Levies. AIA also supported the Business NZ submission.

It is particularly pleasing to note that for all categories of aviation, except ambulance services, it is proposed premiums reduce or remain unchanged.  This is indicative of the excellent an on-going improvement in industry wide accident rates.  The exception is the proposed increase of 24% for air ambulance services.  We have objected to the change and propose a category of Scheduled domestic as these operations are similar in characteristic and present the same risk.

          

The balance of our submission is consistent with our submissions over the past two years however we are beginning to make some progress in terms of  aviation being recognised as a stand alone activity under the broad Transport classification as opposed to being driven by risk premiums for the likes of agriculture and ground based ambulance services.

We have request to have the evidence placed before the Association to justify the proposed increase in premiums for the air ambulance group.

AIA has submitted an exemption application for Rule Part 135 303 Passenger weights.  Although the application is written in the context of EMS operators the change, if accepted by CAA, will be applicable to all 135 operators.

Rule Part 115 Adventure Aviation // 2 September 2005

Recently AIA responded to the Directors invitation to comment on proposed Rule Part 115. In that response we articulated our opposition to the proposed coverage of commercial air transport operations under the proposed Rule change. It has recently come to our attention that the CAA is merely acting upon a directive of the CAA Board on this matter and we now wish to raise some issues of material concern to the Association as the advocate for commercial air transport operations. A further letter to CAA is attached for your consideration. CAA Aviation Rules - Reissue of Part 67 - Medical Standards and Certification // 31 January 2005

The MoT have recently issued the attached documents in support of a proposed reissue of Rule Part 67 which they plan to have take effect from 1st June 2005. It affects every pilot. They are to hold a meeting in Wellington shortly to discuss the changes and notification of that meeting will be given in due course.

NB: Changes to Rules in part 67 are marked in yellow highlighter. Reasons for the changes are in the summary of submissions document.

RECENT CAA INITIATIVES// 17 January 2005

Members will be interested in two recent CAA initiatives.

1. Proposed Rule Part 115 - Adventure Aviation. 
This is included in the current rules programme and an NPRM is due to be released in 2005.  Currently the CAA team are talking to stakeholders about the topic.  Very little has been published to date so copies of recent correspondence between the Association and the CAA are obtainable below.  Should any member wish to comment, provide feedback or want further explanation they should contact John Field.
