Dear Colleagues,

Our Aviation NZ keynote speech at Rotortech (the first annual conference for the newly formed Australian Helicopter Industry Association) was well received.  The audience is particularly interested in our constructive relationship with CAA and our industry leadership and self-regulation, in the form of AIRCARE™ – which is essentially a formalisation of the HAI Fly Neighbourly Programme.  We believe NZ is the first country in the world to offer a pilot noise abatement certificate of competency.

It was also a good opportunity to promote participation in our Leadership Summit to delegates and exhibitors and I look forward to welcoming a number of our Australian colleagues at the Summit, including the President of the Australian HIA.

Next year I am focussed on driving an ANZAC  theme through all of our key events.  On the 100 anniversary of Gallipoli, it seems a fitting tribute to celebrate and recognise our close relationships in the civil and military arena.  Our Leadership Summit will have an ANZAC theme and we are working with the organisers of Avalon 2015 on a similar concept.

Don’t forget to make your nominations for our Aviation NZ Annual Awards – we know there are many amazing aviators out there!

Finally, please make sure you understand the new obligations under the Health and Safety Reform Bill – they are going to have a significant impact on industry [see below].  We will be talking with the CAA Director more about these changes and how WorkSafe will work in the aviation environment.

We are delighted to release the Programme for the Summit here. This annual event is hosted by Aviation NZ as part of our mission to lead, inspire, and grow the New Zealand aviation industry, both domestically and offshore.
 
The Summit is a by industry and for industry event. We aim to bring you a programme that is insightful, relevant, and engaging. At the same time our aim is to manage costs and overall resource requirements, so that we can offer industry a truly inspiring and cost-effective flagship industry event.

Our first Aviation Leadership Summit will be held at Westpac Stadium in Wellington 20-22 July 2014.  We will have EXCLUSIVE use of the Westpac Function Centre and we have a BRAND NEW venue for our Welcome Reception, opened by the Prime Minister recently.  Westpac Stadium is New Zealand’s premier multipurpose stadium and has hosted many world sporting and entertainment events.
 
The Summit replaces Napier Conference Week.
 
Celebrating 100 years of aviation – The Future.  This is the theme of our Summit.  We will celebrate what aviation has achieved over the last 100 years and look forward to what the next century will bring, operationally, technologically, economically and politically.

Aviation NZ Annual Awards

Every year at our annual conference, Aviation NZ presents three awards.  The first two are for an outstanding contribution to the aviation industry (individual and company awards).  The third award, the Richard Pearse Award is for innovation and can be to an individual, company or organisation that has been particularly innovative in some area of the aviation industry.  Nominations are now being called for the 2014 awards.  To make a nomination please complete the awards criteria form here and email it by 6 June to samantha.sharif@aviationnz.co.nz.

Structural Fatigue Management Courses to be run in Wellington in July alongside the Leadership Summit

Sam Kantimathi from Fatigue Concepts in the United States, will be in New Zealand again in July to deliver two courses.  Both will be delivered at Westpac Stadium, the venue for the Leadership Summit.  The courses are:
  • Composite Aircraft Structures, 21 and 22 July
  • Aging Aircraft, 23 and 24 July
More detail is attached.  Companies interested in attending should contact Sam Kanthimathi direct.  Be aware that it won’t be possible for the same company reps to attend the Leadership Summit and Fatigue Management courses.  You might look at delegating attendance at Fatigue Management to others.

Pratt & Whitney Canada (P&WC) PT6 Customer Day 23 July

P&WC are proposing to run a PT6A Customer Training Seminar for pilots and engineers on 23 July at Westpac Stadium Wellington. This will allow people attending the Aviation Leadership Summit to stay on for the Seminar.
 
The seminar will provide an exchange of information on the PT6A engines in Agricultural operation presented by P&WC  PT6A Customer Engineer from Montreal. This will include a technical update and forum as well as best practices for maintaining and operating PT6A engines in the Agricultural environment.

Health and Safety Reform Bill – Message from the Chairman, Graeme Martin New

The new Health and Safety Reform Bill will go live on the 1st of April 2015.  This will have a huge impact on aviation businesses and you need to get your head around what is required NOW.
 
The new definition of PCBU ( Persons conducting a business or an undertaking) in the new Act is much wider than Principal under the H&S Act. PCBU will cover eg, a farmer, Business owner, and company representative.
 
The new Act gives significant power to WorkSafe to be involved in incidents and accidents and to impose huge fines.  CEOs and Directors have significant responsibilities for due diligence on H&S and risk mitigation (see clauses 39 and 42 of the Bill). 
 
We all need to embrace the requirement of an effective relevant SMS and ensure it works in terms of the business.  AIRCARE is the best option here.  It is available to all members therefore adoption should be easy. It meets or exceeds the standard and has equivalence with other industry SMS programs.
 
These changes will affect your business!
 
Will your health and safety system protect your staff from accidents and injuries?
Have you identified all your hazards and have controls in place to manage them?
Have you got to grips with your contractors and their responsibilities?
 
  *   A new definition of  a duty holder - PCBU (Person conducting a business or                     undertaking), to replace existing definitions, including "employer" and "principal".
  *   A new qualifier definition of "so far as is reasonably practicable" to replace "all practicable steps".
  *   A new general duty for PCBUs to ensure, so far as is reasonably practicable, the safety.
  *   Increased worker participation requirements.
  *   increased enforcement tools, including the power to issue improvement notices, prohibition notices, non-disturbance notices, suspension notices, and to accept enforceable  undertakings.
  *   Significantly increased penalties for corporate entities and individuals.
  *   Amendments to related legalisation, including the ACC Act 2001, and the Employment   Relations Act 2000.
 
Breaches of Health and Safety duties can cost;
 
  *   An individual up to $300,000 and up to 5 years prison term
  *   An officer up to $600,000 and up to 5 years prison term
  *   A Body Corporate up to $3,000,000.

Ministry of Defence survey about NZ Industry Involvement in the NZ Defence Sector. Updated

The Ministry of Defence Evaluation Division, at their minister’s request, is surveying industry involvement in the New Zealand Defence sector. They want to hear from companies which supply or seek to supply the New Zealand Defence Force and the Ministry of Defence with equipment, goods and services. 
The aim is to better understand what people find helpful and what they find challenging about pursuing and securing business with the New Zealand Defence sector.  The survey is accessible through the Government Electronic Tenders Service (GETS) - reference number 42379.  By opening the PDF, you ensure that the survey will be sent to you early in June.

New registration required for Government Electronic Tenders Service (GETS) New

GETS is being given an overhaul to bring it up to date and make it simpler to use and easier to navigate. The overhauled service will still be free for both suppliers and purchasers.  Companies need to register and get a RealMe login which can be used to access a variety of government services.  If you already have an iGovernment login, this will become your RealMe login as well.  You can also update the list of tenders you wish to receive.  GETS reference 42315 contains the new registration link.

Customer Survey

We’ve given you a little feedback on the survey, but time for more.  The question: ‘If there was one thing that could be done to assist industry growth, what would that be?’  Some clear themes were apparent.

1 Regulation – reduce the costs of compliance, harmonise requirements across regulatory agencies, ensure regulations are practical/relevant/current, preserve safety but have regulations that encourage growth, and make sure decision making is transparent and consistent. 

2 Government – support industry initiatives (e.g. AIRCARE™), pay for ‘the public good’, provide more visible/longer term/predictable support for the sector and companies.  

3 Collaboration – more industry/government, between aviation and other sectors, for international work, to grow scale/value/discourage price competition internationally, and see how we can leverage off the CAA and regulator to regulator relationships.  

4 Education – improve the perception of aviation as a career choice, more practical advice on what it really takes to be internationally successful, align government and industry perceptions of what is important, improve advice on what Aviation NZ does, and grow our knowledge of NZ aviation capability.  Over the next few weeks we’ll bring you further advice on the survey and what we are doing as a result.

RAAA Conference, 8 - 10 October 2014

The Regional Aviation Association of Australia is holding its national convention ‘A New Horizon’ in the Hunter Valley.  The RAAA is the only organisation representing all sectors associated with Regional Aviation across Australia and therefore, plays a significant role in the aviation industry. The National Convention is highly regarded as a premier annual aviation event.  Av NZ CEO will be speaking at this event.  We also expect good representation from the RAAA executive at our Leadership Summit in July.  More info on the RAAA event is here

Outlook for aircraft manufacturing strengthens New

The latest commercial aircraft order and delivery data, released on 29 May by UK aerospace trade organisation ADS Group, revealed a bumper April for the commercial aerospace industry. The findings identify a year-on-year increase for aircraft deliveries (six per cent) and orders (10 per cent), building on a strong first quarter in 2014 and offering a good platform for the rest of the year.  The report predicts a requirement for 29,000 new large civil airliners, 24,000 business jets, 5,800 regional aircraft and 40,000 helicopters by 2032. The sector has a healthy backlog of 11,341 aircraft and 20,228 engines

The change in government in India has seen Ashok Gajapathi Raju Pusapati appointed Minister of Civil Aviation in the new BJP administration.  The previous BJP government (1999-2004) implemented policies to encourage private sector participation in the aviation industry.

 The industry has grown rapidly in the last 10 years - domestic traffic at a CAGR of 14.3%, international traffic at a CAGR of 10.8%, US$30b in investment (including the development of many World–class airports), 40,000 to 50,000 new jobs and LCC airline IndiGo has become a star.  However institutional capabilities have not been significantly strengthened with many commentators stating that the previous government ‘lost its way’ in aviation policy development. 

Challenges include the development of a civil aviation policy that supports safe and sustainable industry development, strengthening and changing government agencies to reflect current and future needs (Ministry of Civil Aviation, DGCA, AAI), addressing operational constraints faced by airlines, revising airport development policies, and implementing policies to encourage the development of a GA industry.  

Pusapati has a finance background (state government politics) and there have been some early comments that he is affable, listens and is open to new ideas.  CAPA India has produced a free report on a possible agenda for the new Indian administration (contact capaindia@centreforaviation.com) for a copy and to enquire about its substantive 300+ page India Outlook 2014/15, to be produced soon.
