21 September 2012

Sarah has scoped out the Dunedin conference venues and hotels for us over the last week and we’re really looking forward to holding our first conference week in the Deep South.  Remember we’re conferencing very early next year 17-21 June.  We’ll also be starting at 12.30 on the Monday and finishing at 1pm on the Friday.  This is to enable delegates and trades to enjoy some leisure time and experience some of the real tourism pleasures that the South provides.   An innovation this year will be loyalty discounts for delegates and trades and additional recognition for our long terms sponsors.  Booking details will be available from mid November onwards.  We’ve also asked Richard de Crespigny if he’ll come back and speak again this time covering more of the technical aspects and learnings from QF 32.  He’ll have another book out by then and for those who missed him all we can say is “what an inspirational speaker” – not your usual pilot at all!!!!

The “One Industry” growth agenda is now the focus of everything we do to create a $16Bn revenue contribution to the New Zealand economy by 2016

Developing a competitive regulatory framework
  • Three potential tax changes in the Tax Bill introduced to Parliament, which could be effective from 2014.  The Bill is yet to have its first reading.
    • Mixed asset use click here
    • GST changes international training click here
    • GST change on engineering tools and equipment used for export click here

  • CAA charges wef 1 November  - we will be seeking to enter into discussions with CAA focusing on
    • alternative service delivery mechanisms for the medical and certification processes which is driving the $315 proposed charge;
    • encouraging maximum efficient use of their premises.

  • Resolving interpretive dispute LIB 4 – the legal opinion sought by CAA has been finalised click here and letter to CAA seeking engagement to resolve differences.  Economic benefit to country of change put in vicinity of  $1m plus

  • Further submissions on ZK aircraft operating overseas – these are points of detail.  We can report the new agreement is working well

  • SMS AC (click here AIA submission) – the Rule changes are drafted but progress is delayed by the request that the Ministers take a holistic approach to implementation.  Redraft of AC nearing completion.  We think 100% of group one document holders are already in compliance; group two and three probably less than 40% and this is where AIRCARE provides major assistance

  • Changes to align training environments - Reps from the Flight Training Division spent two productive hours with MoT, CAA, NZTE and MFAT discussing their vision for the future of the industry, the growth possible and some of the regulatory changes required to make this a reality.  There was good discussion on the desirability of implementing full Pt 141 and Pt 147 and the changes required to the training syllabus to improve its international relevance and competitiveness.  Some good signs which we’ll be following through with MoT and CAA.

Accessing opportunities
  • Two new Groups emerging:
  • Trade Missions
    • A group of trainers, airline service providers and airport services providers will be in India from 15 to 19 October inclusive.  Minister Joyce will accompany the group to some meetings.
    • A similar mission is planned to Indonesia in the first half of 2013.

  • Whole of Government approach – with the exception of the education portfolios, we’re now seeing really tangible evidence of Government agencies working closely together to really think about delivering maximum benefits for aviation.  There was another meeting of this group during the week.

Building and developing skills
  • Emerging group Aviation Training New Zealand click here

  • Additional resources within AIA to deliver integrated training enhancing industry productivity and regulatory alignment – expect/anticipate to see two more people working in our offices in the next two to three weeks ensuring we up our commitment to delivering productivity enhancement across the industry.  Productivity gains contribute around $1Bn of the growth agenda.

  • Merger proposals ATTTO with like minded Service ITO’s.  Merger proposals with be discussed with ATTTO the end of next week with Industry required to form a view by the end of October

Telling our story by developing the brand
  • Emergence of  a new brand to access the opportunities presented by the emergence of “One Industry”

  • AIRCARE – building sustainable aviation businesses in New Zealand by delivering appropriate focused and independently targeted governance and assurance

  • Auckland International Airshow – we encourage members to participate in the Airshow displaying their product and garnering new entrants to the Industry.  A number of you will be approached by the Airshow organizers to take trade and other booths.
